What is it exactly?
The images below are more than required to explain both process of the making and the application. Only things I can add to that are: The green stuff is tephlone and that i've checked attiny13 and attiny2313 to have pinout compatibile with this. I guess all AVR DIP chips will be okay for this. The GND line is on lose wire connector, so i can program variously-sized chips.
Is it good?
